Job Summary
Y-HEP’s Popular Opinion Leader Facilitator is responsible for delivering the Popular Opinion Leader (POL) CDC-approved intervention. They will coordinate outreach and recruitment for young MSM of color, prepare all materials for POL, run POL sessions, provide referrals on an as needed basis, and assist with data collection, input, and analysis. Popular Opinion Leader is an HIV/AIDS risk-reduction program in which groups of trusted, well-liked people are recruited and trained to conduct a novel and particular type of outreach. This outreach focuses on a specific risk-influencing factor, a community norm, such as condom use and knowing your HIV status. Only specific peers in social networks are opinion leaders, those who are the most popular, credible, and trusted in their social network. The POL Facilitator is responsible for assuring that all elements of the POL intervention including are delivered to all participants with fidelity. They are responsible for the planning and oversight of POL. This position is part of Y-HEP’s exciting I AM…Program, which was developed to significantly increase prevention and care services for YMSM of color, ages 13-29, a priority population in Philadelphia’s comprehensive HIV prevention plan. This position reports to the Program Coordinator of the I AM…Program. This position requires some late night and evening hours.
Tasks and Responsibilities
Popular Opinion Leader Facilitator
- Attend trainings for POL and Counseling and Testing.
- Facilitate all POL sessions as outlined in program protocol
- Provide individual referrals to Philadelphia FIGHT and other local programs in our referral network as needed.
- Plan for and coordinate necessary materials for all programmatic aspects of POL.
- Along with Program Coordinator, work to develop policies, procedures, for the implementation of POL.
- Distribute tokens, incentives, and other amenities to participants and reports distribution to Program Coordinator.
- Ensure that POL is being delivered with fidelity.
- Design outreach materials and promotional materials with POL’s.
- Participates in appropriate and relevant organizational and community groups.
Data Collection
- Ensure all data is entered into appropriate databases
- Report progress in monthly, interim and annual documents
- Collect demographic, risk behavior, program adherence, and outcome data
- Update and maintain all paper and electronic files and records at Y-HEP.
- This position is responsible to keep all records of sites visited, sessions administered, and referrals made.
Outreach and Event Coordination
- Coordinate activities for one-time events targeting YMSM of color
- Teach young MSM about knowing your HIV status, condom use, condom negotiation and other sexual and social health issues through doing outreach and workshops
- Conducts targeted outreach to communities identified in the I AM…Program’s targeted population.
- Provide targeted outreach to communities identified in Philadelphia FIGHT’s targeted population for this program in the following ways:
- Street outreach at locations where YMSM of color congregate including bars, clubs, balls.
- Social Network Peer Recruitment
- Inter-agency through existing programs and drop-in center
- Intra-agency recruitment through in-service informational session about POL to promote cross-referrals
- Attends and participates in all I AM…Program trainings, meetings and supervision sessions.
- Supervise the Popular Opinion Leader Youth Outreach Worker during outreach efforts.
- Develop and implement an outreach plan including methodology for collecting and monitoring program progress.
- Responsible for collecting, entering, analyzing and using standardized program monitoring and evaluation data
Other Duties
- Supervise part-time workers, volunteers and interns
- Assist in coordination of Events during June for AIDS Education Month.
- Provide assistance with grant writing, program plans, fundraising, developing flyers and other marketing tools for the programs as needed.
- Attend weekly meetings with Y-HEP staff; I AM… staff, as well as AIDS Education Month meetings, and other programmatic FIGHT meetings.
- Collaborate with other agencies in local events, meetings, and programs that are related to job duties.
- Attend all required AACO trainings.
- This position requires flexible hours working evenings for recruitment.
Qualifications Include
- This position requires that the person complete the Popular Opinion Leader training.
- Have knowledge of and experience in working in HIV/AIDS as either a facilitator or a counselor.
- Supervisory experience a plus
- Able to react to change productively and handle other essential tasks as assigned.
- Able to work with diverse populations (clients and staff)
- Sensitive to cultural, economic, gender, and sexual orientation differences.
- Knowledgeable of local resources and services.
- Demonstrate flexibility in working conditions and work hours, including evenings and weekends.
- Proficient in Microsoft Office and essential office computer applications.
- Excellent writing and critical thinking skills is required.
- Minimum of a Bachelors Degree required.
- Minimum of two years working with youth, specifically young MSM is required.
- Minimum of 1 year working in the HIV field is required.

Hours of Work
The Y-HEP Popular Opinion Leader Facilitator will work 40 hours per week.

The salary for this position is $30-33,000.
